The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the progress of accounting for hydraulic structures at a republican meeting in the Government House of the Republic of Tatarstan. The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all municipal areas. The meeting was attended by the Prime Minister of the Republic of Tatarstan, Alexei Pesoshin.

A special topic is the management of property such as hydraulic structures, Fanil Agliullin emphasized in his report. Under certain conditions, the unsatisfactory state of the hydraulic structures poses a danger to the population; there are risks of damage to property. After last year's events in the Irkutsk region, together with supervisory authorities and municipalities, an additional work was carried out on an inventory of hydraulic structures located on the territory of the republic.

The President of the Republic of Tatarstan, Rustam Minnikhanov, held a regular meeting of the interdepartmental Commission on urban development in historic settlements. Assistant of the President of the Republic of Tatarstan Olesya Baltusova, Mayor of Kazan Ilsur Metshin, Chief Architect of Kazan Ilsiyar Tukhvatullina took part in the work of the commission. Permanent members of the commission, members of the architectural community and heads of departments, including the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin, worked in the video conferencing mode.

The commission considered 11 facilities whose construction is planned in Kazan, as well as 2 facilities that will be located on the territory of the island-city of Sviyazhsk. As noted by Ilsiyar Tukhvatullina, as part of the development of the concept of sustainable development of the center of Kazan, these projects are already being tested. Developers are regularly advised in the mode of Zoom-conferences held under the chief architect of the city with the participation of the project team on the sustainable development of the historical settlement of Kazan, Oleg Maklakov. Today, objects that have already passed such consultations were submitted to the commission for consideration.

Commenting on the objects presented in Kazan, Rustam Minnikhanov noted that work on creating the concept of sustainable development of the historical settlement of Kazan is already yielding results, and there is hope that the new buildings will not spoil the historical appearance of the capital of Tatarstan.

The regulation proposed by the concept of sustainable development of a historical settlement should be applied in the future, as the most convenient tool to date for regulating the process of preserving the holistic look of the center of Kazan.

The first object submitted to the President was a residential complex at the intersection of Pavlyukhin and Chaliapin streets. The commission submitted the draft as a whole approved. Rustam Minnikhanov urged to pay special attention to the appearance of the building, which should correspond to the surrounding buildings.

Then, for consideration by the commission, they submitted a draft of an administrative building on Tukay street. After reviewing the draft, the commission decided to approve this application.

The next object of consideration was the office building on Gogol Street, 8. The project for the reconstruction of this object has already been submitted by the Commission under the President of the Republic of Tatarstan, but was rejected. This is a valuable city-forming object as part of the protection of the historical settlement of Kazan, and it was recommended to work with it more carefully. At the second review, Rustam Minnikhanov recommended rejecting the new version and re-working it.

From 2020 to 2024, almost 7 thousand yards will be landscaped in Tatarstan. The large-scale improvement program in 2019 was initiated by the President of Tatarstan Rustam Minnikhanov. The list of programs included houses built before 2014, in the courtyards of which there had previously been no repairs under the program for the repair of courtyards of the Ministry of Transport.

Federal Law No. 115-ФЗ dated April 7, 2020 “On Amending Certain Legislative Acts of the Russian Federation with Regarding the Unification of the Content of the Annual Reports of State Corporations (Companies), Public Law Companies, and also Regarding the Specific Features of Regulation of Corporate Relations in 2020 and the suspension of the provisions of certain legislative acts of the Russian Federation ”, which introduced, inter alia, significant changes to the existing corporate legislation is signed.

The law specifically establishes that:

the annual general meeting of shareholders and the general meeting of participants in limited liability companies in 2020 are held no earlier than two months and no later than nine months after the end of the reporting year, i.e. until the end of September 2020 inclusive;

a decrease in the value of the net assets of a joint-stock company and limited liability companies below the size of its authorized capital at the end of 2020 is not taken into account for the application of clauses 4 and 6 of article 35 of the Federal law “On joint-stock companies” and clause 4 of article 30 of the federal law “on limited companies responsibility ”;

A meeting on the issue of amending the Land Code of the Republic of Tatarstan with the participation of representatives of the Ministry of Agriculture and Food of the Republic of Tatarstan, the Office of the President of the Republic of Tatarstan, the Office of the Cabinet of Ministers of the Republic of Tatarstan and Verkhneuslonsky municipal district of the Republic of Tatarstan was held by videoconference in the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of Minister Fanil Agliullin. 

Today the regular meeting on streamlining the accounting for hydraulic structures (hereinafter - GTS) located in the territories of municipalities of the Republic of Tatarstan held in the Ministry of Land and Property of the Republic of Tatarstan in the mode of videoconference under the chairmanship of First Deputy Minister Artur Galiev. Today, results of reconciliation of differences in the number of hydraulic structures with a database of ministries and departments of the Republic of Tatarstan are considered with the participation of representatives of the Volga Department of the Federal Service for Ecological, Technological and Nuclear Supervision, the Ministry of Civil Defense and Emergencies of the Republic of Tatarstan, the Ministry of Agriculture and Food Production of the Republic of Tatarstan, the Association of Council of Municipalities of the Republic of Tatarstan and a number of municipalities. Based on the results of the reconciliation in the municipalities of the republic, an adjustment was made to the existing list of hydraulic structures.
