From October 6 to October 7, 2022, the delegation of the State Budgetary Institution "Center of State Cadastral Valuation" took part in the "round" table organized on the basis of the State Budgetary Institution of Cadastral Valuation of the Nizhny Novgorod Region. The event discussed issues of conducting the state cadastral valuation of land plots in 2022 and preparing for the state cadastral valuation of capital construction projects in 2023.

The State Budgetary Institution "Spatial Data Fund of the Republic of Tatarstan" completed work on the formation of a land management file to describe the location of the border between the subjects - the Republic of Tatarstan and the Republic of Bashkortostan. The documents were submitted to the Management of Federal service of state registration, cadastre and cartography in the Republic of Tatarstan for inclusion in the State Fund of Data Obtained as a Result of Land Management. Currently, materials have been prepared for entering information about the border into the Unified State Register of Real Estate.

In the Republic of Tatarstan, work on establishing the boundaries of settlements by amending the territorial planning schemes continues.

At the next meeting of the Board of the Union of Appraisers of the Republic of Tatarstan, issues of organizing training seminars in the fourth quarter of this year were discussed. Decisions were made to hold classes in October and November on such topical issues as the application of the Federal Valuation Standards in the new edition, business valuation, valuation of movable property, and a number of other topics. Seminars for members of the Union are held free of charge, with the participation, among other things, of partner universities. In accordance with the decisions of the expanded meeting of the Commission under the Minister of Land and Property of the Republic of Tatarstan on Combating Corruption and the Public Council under the Ministry of Land and Property of the Republic of Tatarstan dated August 11, 2022, a seminar will also be prepared in November-December of this year with the leaders and specialists of the Chambers property relations of the republic on topical issues of examination of reports, typical mistakes of appraisers, terms of reference and appraisal report in the light of legislative innovations.

The President of the Management Board Andrey Lisichkin formulated the relevant instructions for the Executive Directorate, having discussed with the members of the Management Board - Chairman of the Committee on Education and Professional Training Tanzilya Udod, Co-Chairman of the Expert Advisory Council Dmitry Zakhmatov, Director of the Institute of Business Education and Digital Technologies of Kazan Innovation University Nelya Mukhametkhanova, Chairman of the Committee monitoring by Igor Karasev.

In further consideration of the issues on the agenda, the Executive Directorate was instructed to conduct a survey of the members of the Union to determine the possibility and format of holding events for the Day of the Appraiser of the Russian Federation.

Three new interstate standards in the field of spatial data developed by the Center for Geodesy, Cartography and spatial data infrastructure under an agreement with the Russian Institute for Standardization have been approved and registered by Rosstandart. All interstate standards will be put into effect from June 1, 2023 in accordance with Article 24 of the Federal Law of June 29, 2015 № 162-ФЗ "On Standardization in the Russian Federation".

Interstate standard R 70316-2022 (ISO 19112:2019) “Spatial data. Spatial referencing by geographic identifiers” was developed based on the international standard ISO 19112:2019 “Geographic information – Spatial referencing by geographic identifiers”. The need to develop this standard is due to the requirements of the Interstate standard R 58570-2019 (ISO 19112:2003) Spatial data infrastructure. General requirements, which provides for the use of a single system for assigning unique identifiers to spatial objects, into which identifiers used at various levels can be integrated to ensure their interoperability.

Interstate standard R 70317-2022 (ISO/TS 19115-3:2016) Spatial data. metadata. Part 3: XML schema implementation for fundamental concepts” was developed based on ISO/TS 19115-3:2016 ISO/TS 19115-3:2016 “Geographic information – Metadata – Part 3: XML schema implementation for fundamental concepts. The developed national standard is the third part of the national metadata standard, which includes: Interstate standard R 57668-2017 (ISO 19115-1:2014) “Spatial data. metadata. Issues of reducing debt and tax arrears were considered at the next meeting via videoconference, organized by the Ministry of Finance of the Republic of Tatarstan.
