Today, the Academy of Sciences of the Republic of Tatarstan, within the framework of providing methodological assistance to municipalities, opened a training seminar for specialists in the field of property and land relations on the topic "Land and property relations: new in regulation, law enforcement and judicial practice."
The 10th anniversary edition of the Collection "Monitoring the prices of real estate objects, land plots and rental rates" as of September 1, 2021 was prepared by the non-profit partnership "Union of Appraisers of the Republic of Tatarstan" on the basis of its own research conducted since 2016. The need to systematize monitoring by qualified independent experts was due to the appeals of entrepreneurs and citizens of the Republic of Tatarstan to the Commissioner under the President of the Republic of Tatarstan for the protection of the rights of entrepreneurs. The social significance of research development is reflected in the Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated March 13, 2019 No. 182. Monitoring is carried out in the order of expert and consulting support to authorities and other subjects of assessment in solving socially significant issues related to valuation activities and to obtain reliable and consistent information in forecasting, analysis, approval and execution of transactions with real estate (including land plots) and rights to it.

The volume of production of petroleum products, sales of petroleum products through the retail distribution network, and the production of petrochemical and composite products also increased.

The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the progress of work on entering information on the boundaries of settlements and territorial zones into the Unified State Register of Real Estate at a republican meeting in the Government House of the Republic of Tatarstan. The meeting was chaired by the President of Tatarstan Rustam Minnikhanov.
To date, the Unified State Register of Real Estate contains information about the boundaries of 1059 out of 3119 (34%) settlements that are part of 293 municipalities.
Master plans for 293 settlements are in the works, the implementation of which will ensure the registration of the borders of over a thousand settlements on cadastral records.
Based on the norms of the current legislation (Article 84 of the Land Code of the Russian Federation and Article 19 of the Urban Planning Code of the Russian Federation), for the cadastral registration of the boundaries of the remaining 1,033 settlements, it is necessary to develop master plans for another 327 municipalities.
The preliminary total number of territorial zones in 913 settlements is 11953. There are 333 land use and development rules projects under development. Within the framework of the current legislation, it is necessary to develop 565 draft land use and development rules.
In the period from 2018 to the present day, 130 land use and development rules settlements have been approved. However, only 15 approved LZZs were registered in the cadastral register.
Fanil Agliullin outlined the reasons why the cadastral registration of territorial zones is not carried out. This is the lack of information on the boundaries of territorial zones in the approved materials of the land use and development rules. In addition, the executive committee (customer) does not send information about the boundaries of territorial zones to the Unified state register of real estate, or, having received a refusal to issue it, stops further actions.
The Ministry examines the concluded contracts for the development of master plans and land use and development rules of municipalities for the performance of work by contractors within the time frame established by the contracts.
102 contracts for the development of master plans and 63 contracts for the development of the land use and development rules have not yet been completed.
Since the beginning of this year, three districts of the Republic of Tatarstan - Atninsky, Zelenodolsky and Pestrechinsky - have been participating in an experiment to create a single information resource about land and real estate. All work on the preparation of documents for territorial planning and urban planning zoning of these municipalities is planned to be completed by the end of 2021. The experience of developing urban planning documents within the framework of this experiment will be used when the information from other municipalities of the Republic of Tatarstan is included in the specified service.
The head of the Ministry of Land Property of the Republic of Tatarstan also reported on the progress of work to establish the border of the Republic of Tatarstan. The total length of the border of the Republic of Tatarstan is about three and a half thousand kilometers. It is necessary to enter into the Unified state register of real estate information about eight sections of the border with neighboring subjects.
Over 570 problem areas were initially identified during the demarcation work. To date, controversial issues have been resolved in 90% of them, work continues on 29 sites to resolve controversial issues.
On the borders with the Orenburg region and the Chuvash Republic, the Republic of Mari El, the Samara region and the Republic of Bashkortostan at joint meetings of the working groups, working projects for the passage of the borders were approved. The agreement signed by the Republic of Tatarstan with the Orenburg Region has been sent to the Governor of the Orenburg Region for signing.
The issues of reducing arrears and tax arrears were considered in the next meeting via videoconference, organized by the Ministry of Finance of the Republic of Tatarstan. Representatives of the Ministry of Land Property of the Republic of Tatarstan, the Office of the Federal Tax Service for the Republic of Tatarstan, the Office of the Federal Service of Bailiffs for the Republic of Tatarstan, chambers (administrations, committees) of property and land relations of the Republic of Tatarstan took part in the work.
On November 17, 2021, a government bill "On Amendments to the Federal Law" On Geodesy, Cartography and Spatial Data and on Amendments to Certain Legislative Acts of the Russian Federation "and the Land Code of the Russian Federation was submitted to the State Duma of the Russian Federation.
On November 18, 2021, a regular meeting of the Commission under the Minister of Land and Property of the Republic of Tatarstan on combating corruption was held with the participation of Oleg Bulgakov, representative of the Public Council under the Ministry of Land Property of the Republic of Tatarstan, executive director of the non-profit partnership "Union of Appraisers of the Republic of Tatarstan".

As part of the construction of the M-12 object "Under construction high-speed highway Moscow - Nizhny Novgorod Kazan" the meeting on the establishment of public easements on land plots located on the territory of Laishevsky, Verkhneuslonsky, Kaibitsky, Apastovsky municipal districts of the Republic of Tatarstan was held in the Ministry of Land and Property of the Republic of Tatarstan, under the chairmanship of Minister Fanil Agliullin.
