The President of the Republic of Tatarstan Rustam Minnikhanov held a meeting with the heads of small oil companies today at the Government House of the Republic of Tatarstan.
The meeting was dedicated to the results of the activities of small oil companies of the Republic of Tatarstan in 2020 and tasks for 2021, was held in the videoconference mode.
Today the first meeting of the working subgroup on establishing the border of the Republic of Tatarstan took place this year.
The participants discussed the disputed sections of the adjacent border of Tatarstan and the Ulyanovsk region. To date, there are 3 areas with discrepancies, 2 of them for agricultural purposes, 1 land of the forest fund. During the meeting, these issues found possible solutions.
On February 15, 16, at the Higher School of State and Municipal Administration of the Kazan (Volga Region) Federal University, the State Budgetary Institution Spatial data fund of the Republic of Tatarstan organizes training for officials responsible for the preparation of master plans, exercising powers for the preparation of land use and development rules, documentation on the planning of the territory, the development of construction activities and the creation of conditions for housing construction in the territory of the municipality.
The State Council of the Republic of Tatarstan hosted a meeting of the Committee on State Construction and Local Self-Government, at which the parliamentarians considered the issues of work to establish the location of the border of the Republic of Tatarstan, and also discussed bills on amending the Electoral Code of the Republic of Tatarstan, the republican law on the State Council committees.
The issue of establishing the borders of the republic and resolving controversial issues with neighboring subjects does not lose its relevance. As the Deputy Minister of Land and Property of the Republic of Tatarstan Edik Diyarov noted, a lot of work is underway in the republic to enter information about the border of the Republic of Tatarstan into the Unified State Register of Real Estate. Since 2006, a working group has been operating to resolve issues on disputed borders between the Republic of Tatarstan and adjacent subjects of the Russian Federation.
“The total length of the border of the republic is about three and a half thousand kilometers,” the deputy minister stressed, “during the work on establishing the border, over 570 problem areas were initially discovered. Moreover, this number does not include areas of changes in hydrography and border discrepancies no more than 10-15 meters. In the course of negotiations with representatives of neighboring subjects, we managed to come to an agreement and remove issues on 400 sections of the border. " Edik Diyarov spoke about the borders with each of the eight regions neighboring Tatarstan. At the same time, the adjacent borders with the Orenburg region and the Chuvash Republic have been fully coordinated. According to the members of the relevant committee, in this work it is important to maintain a balance and take into account the interests of residents of the disputed territories.
Among the most problematic, the Deputy Minister identified the so-called "enclave territories" of Tatarstan in the neighboring regions. For example, in the Kirov region the territory of settlements of the Kukmorsky and Baltasinsky municipal districts is located. The Kirov region also claims this territory. The search for archival documents of title and cartographic materials did not give an unambiguous answer. “Enclave territories” are more of an economic issue, since there are no settlements on them. This is usually agricultural land.
"What are the deadlines for the completion of work on the establishment of boundaries for you designate?" - Albert Khabibullin, chairman of the Committee for State Building and Local Self-Government, asked. According to Edik Diyarov, schedules for joint work with neighboring regions are being worked out. Much will also depend on colleagues from the border areas.
For consideration in the first reading, the specialized committee has prepared a draft law on changing and establishing the boundaries of territories and the status of the municipal formation "Buinsky municipal district" and municipal formations in its composition. The bill was considered at a meeting of the Committee today. The document provides for a change in the adjacent borders of the territories of Nizhnenaratbashskoye, Malobuinkovskoye and Runginskoye rural settlements of Buinsky district. A number of land plots of these municipalities are included in the territory of the city of Buinsk.
As the authors of the bill explain, the need to change the boundaries arose as a result of the development of a master plan, the city needs new land to increase the volume of housing construction, both for the implementation of social programs and for individual housing construction. Public hearings were held in rural settlements of the district. Residents of municipalities supported the initiative to change the borders.
Today, at the meeting of the Committee, the deputies considered a draft law on amendments to the Electoral Code of the Republic of Tatarstan, prepared for consideration in the second reading. In total, 87 amendments were received to the bill (from the Central Election Commission of the Republic of Tatarstan, the Committee on State Construction and Local Self-Government and from deputies Eduard Sharifiev, Artem Prokofiev, Khafiz Mirgalimov and Alexander Komissarov). 5 amendments were recommended by the relevant committee for adoption, 82 - for rejection.
Albert Khabibullin, Chairman of the Committee on State Building and Local Self-Government, elaborated on each amendment. Among the amendments recommended by members of the relevant Committee for adoption, there are provisions that take into account changes in federal legislation.
On February 10, 2021 Deputy Minister of Land and Property of the Republic of Tatarstan Rustem Shameev took part in a meeting held by the Ministry of Economy of the Republic of Tatarstan on the survey campaign of the Agency for Strategic Initiatives within the framework of the National Rating of the Investment Climate. Representatives of ministries and departments, as well as the strategic audit group of Stellar + LLC, also took part in the meeting via video communication.
