In pursuance of the Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated December 31, 2013 No. 1140 “On approval of the state program“ State Property Management of the Republic of Tatarstan for 2014–2020 ”, an order was issued by the Ministry of Land Property of the Republic of Tatarstan dated December 29, 2014 No. 4717-r.
In accordance with this decree, in 2019, 88 institutions of the Republic of Tatarstan will be tested on the effectiveness of the use and preservation of state property.
Earlier inspections revealed a number of significant violations. In 2018, 50 state institutions of the Republic of Tatarstan and 13 organizations using state property under a grant agreement were inspected by the state budgetary institution “Republican property treasury”.
The main violations identified as a result of inspections of the use of state property in 2018 are:
1. Transfer of property to other organizations without the consent of the owner (10 institutions).
2. Location on the land plots of real estate objects of other organizations (7 institutions).
3. The presence of unused state property (44 objects with an area of 20,000 square meters).
4. The presence of unused land (14 land plots of 110,000 square meters).
The Ministry of Land and Property of the Republic of Tatarstan draws the attention of all owners of the state property of the Republic of Tatarstan to the need to increase the efficiency of its use.
The Ministry of Land and Property of the Republic of Tatarstan has announced auction bids for the right to enter into lease agreements for property owned by the Republic of Tatarstan, free from third-party rights and intended to be granted on a long-term basis and preferential terms to small and medium-sized businesses (hereinafter - SMB) and organizations that form the infrastructure to support SMB’s ”.
The lease term is 6 years.
The rent is:
- in the first year of rent - 0 percent;
- in the second year of rent - 0 percent;
- in the third year of the lease - 25 percent;
- in the fourth year of the lease - 50 percent;
- in the fifth year of the lease - 75 percent;
- in the sixth and subsequent years of the lease - 100 percent of the size of the rent, established on the basis of the assessment of the market value of the rental property.
Special purpose:
- for the production, processing or marketing of agricultural products;
- to engage in socially significant activities, other established state programs (subprograms) of the Russian Federation, state programs (subprograms) of the constituent entities of the Russian Federation, municipal programs (subprograms), priority activities;
- for the production of food and industrial goods, consumer goods, medicines and medical products;
- for the provision of public services and household services;
- for the development of folk arts and crafts;
- for construction and reconstruction of social facilities.

The Federal Law of November 28, 2018 N 451-FZ “On Amendments to Certain Legislative Acts of the Russian Federation” (hereinafter - the Law) is aimed at improving the judicial system.

These changes concern the powers of the appeals instances of the courts of general jurisdiction, appeals procedures and the consideration of cases in established cassation and appellate courts of general jurisdiction, the procedure for consideration of cases in the Supreme Court as a cassation and supervisory instance.
For representatives of the parties in court in the conduct of civil and arbitration cases, a requirement for higher legal education is introduced. This requirement does not apply to civil cases considered by magistrates and district courts.

According to the information of the specialists of the department of economics of the Ministry on January 31, 2019, non-tax revenues from the use and sale of state property and land plots received by the budget of the Republic of Tatarstan amounted to 59.5 million rubles. According to local authorities of the Republic of Tatarstan, according to the results of 2018, non-tax revenues from the use and sale of municipal property and land plots owned by municipalities of the Republic of Tatarstan, received by the local budgets of the Republic of Tatarstan, amounted to 5,023.8 million rubles. In the Republic of Tatarstan as a whole, the budget assignment to local budgets was fulfilled by 111%, while the fulfillment of the annual budget assignment was not achieved in two municipal districts of the republic: Kamsko-Ustyinsky (the budget assignment was fulfilled by 79.2%) and Tukayevsky ,97.9%).

On January 31, 2019 at the meeting of the Management Board of NP Union of Appraisers of the Republic of Tatarstan, the Board’s Work Plan (published on the website of appraisers) was determined, taking into account the amounts of contributions and discounts, the date of the annual general meeting was determined - March 21, 2019.
The Board approved the previously discussed Regulation on the intercollegiate competition for the best student's final qualifying work in the direction of "Appraisal activity". The Board decided to organize, in the period from 02/01/2019 to 02/28/2019, the next monitoring of the prices of real estate, land and rental rates as of 03/01/2019. The Partnership Monitoring Committee was asked to supplement the inquiry and final monitoring forms with a request for average values of rental costs and the purchase of residential real estate (private sector, apartment buildings) in municipalities and urban districts of the Republic of Tajikistan, as well as to determine the possibility of including the Expert Advisory Board on lease of agricultural land.
