Issues of reducing debt and tax arrears were considered at the next meeting via videoconference, organized by the Ministry of Finance of the Republic of Tatarstan. Representatives of the Ministry of Land and Property of the Republic of Tatarstan, the Office of the Federal Tax Service for the Republic of Tatarstan, the Office of the Federal Bailiff Service for the Republic of Tatarstan, chambers (departments, committees) of property and land relations of the Republic of Tatarstan took part in the work.

The participants considered the following issues: reduction of tax debt and arrears as part of the work carried out in accordance with the protocol of the joint board of the Ministry of Finance of the Republic of Tatarstan, the Office of the Federal Tax Service for the Republic of Tatarstan, the Office of the Federal Treasury for the Republic of Tatarstan dated May 4, 2021 No. ПР-120 , carrying out measures to reduce the debt on rent for property and land plots.

During the meeting, reports were heard on the ongoing work to reduce debt in the Apastovsky and Cheremshansky municipal districts of the Republic of Tatarstan.

The Ministry of Forestry hosted a meeting on the creation of water protection forest plantations along the rivers of the Republic of Tatarstan. It was held by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov. The discussion was attended by Deputy Minister of Land and Property of the Republic of Tatarstan Maxim Rogozhkin, First Deputy Director of the State Budgetary Institution "Spatial Data Fund of the Republic of Tatarstan" Ruslan Komarov, Head of the Department of Land and Property Affairs of the Ministry of Agriculture and Food of the Republic of Tatarstan Marina Vavilova and Head of the Department of Reforestation and Afforestation of the Ministry of Forestry of the Republic of Tatarstan Timur Galiev.

Opening the meeting, First Deputy Minister Ilgizar Zaripov said that the Ministry, together with the administrations of municipal districts, had selected land plots for the creation of water protection forest plantations along the rivers of the republic on a total area of 1,450 hectares. “Acts of land allocation and projects for the creation of such plantations have been drawn up,” he said.

A moratorium prohibiting creditors from filing a debtor’s bankruptcy petition with an arbitration court was introduced from April 1 for a period of 6 months by Decree of the Government of the Russian Federation No. 497 dated March 28, 2022. applies to developers of apartment buildings and (or) other real estate objects included in the unified register of problem objects. Normative legal acts prolonging the moratorium have not been adopted. The moratorium is valid until October 1 inclusive, and after the specified restrictions do not apply.

An updated HR management strategy of the TATNEFT Group until 2025 including current trends and challenges, targets and strategic priorities was considered at the meeting of the Board of Directors of TATNEFT PJSC chaired by the President of the Republic of Tatarstan Rustam Minnikhanov.

The strategy provides for the implementation of activities and projects aimed at improving the efficiency of the processes of selection, recruitment and development of personnel; strengthening compensation programs, benefits and guarantees; increasing staff satisfaction and engagement; management of employee competencies, taking into account technological changes and new challenges.

The Board of Directors approved a new version of the Regulations “On Insider Information of TATNEFT PJSC named after V.D. Shashin. In particular, changes were made to the rules for protecting the confidentiality of insider information and internal control over its use; clarified the list of persons to be included in the list of insiders; the procedure and deadlines for sending responses to insider requests, etc.

The meeting approved a new version of the company's information policy, which regulates the principles of free and easy access to information about the Company's activities, as well as the amount of information subject to public disclosure. The policy takes into account the interests of shareholders, potential investors and other interested parties. The new version takes into account the requirements of domestic and international legislation for the disclosure of information, as well as the recommendations of the Bank of Russia.

In accordance with Art. 14 Federal Law No. 237-ФЗ of July 3, 2016 “On State Cadastral Valuation”, if a budgetary institution identifies grounds for making changes to the draft report, the budgetary institution draws up an updated version of the draft report containing the required changes, as well as a certificate with information on the accounted and unaccounted comments to the draft report with the rationale for refusing to take them into account.

Within the framework of the Interdepartmental Commission (headquarters) for the implementation of measures to reduce tax debts to the consolidated budget of the Republic of Tatarstan, Deputy Minister of Land and Property of the Republic of Tatarstan Edik Diyarov held a meeting of the balance commission for working with tax debtors. The head of the department of economics, Lilia Gaizetdinova, and a representative of "BEREG" LLC also took part in the work of the commission.

In order to provide state authorities and local self-government bodies of the Republic of Tatarstan, as well as other legal entities and individuals engaged in urban planning activities, with reliable information on the location and main technical characteristics of surface and underground communications, the Spatial Data Fund of the Republic of Tatarstan has begun work on the formation and maintenance of a master plan for surface and underground communications of the republic.

Currently, data and materials on engineering infrastructure facilities have been received from 34 municipal districts under an agreement on the provision of spatial data. An agreement was signed with Transneft-Prikamye JSC, information was received on pipeline sections and zones of minimum distances. Work is underway to sign cooperation agreements with Gazprom Transgaz Kazan LLC and Grid Company JSC.

The State Budgetary Institution "Spatial Data Fund of the Republic of Tatarstan" continues to work on establishing the boundaries of settlements by amending the territorial planning schemes of municipal districts. To date, work is underway in 27 districts, 10 of which have already completed the 1st stage (Arsky, Alekseevsky, Spassky, Aznakaevsky, Aktanyshsky, Verkhneuslonsky, Yelabuga, Aksubaevsky, Mendeleevsky, Buinsky).

On September 27, 2022, the draft federal law No. 758964-7 “On Amendments to the Land Code of the Russian Federation and Certain Legislative Acts of the Russian Federation” passed the second reading.

The draft law amends the Land Code of the Russian Federation aimed at establishing the specifics of preparing and holding an electronic auction for the sale of a land plot owned by state or municipal property, or an auction for the right to conclude a lease agreement for such a land plot.

The Ministry of Land and Property of the Republic of Tatarstan in November 2022 is holding open auctions to increase the cost with an open form for submitting proposals for the price for the sale of vehicles in electronic form.
