In the first reading and as a whole, today at the meeting of the State Council, a draft law on the regulation of certain issues related to the acquisition of citizens' rights to garages and land plots on which they are located was adopted. The same bill introduced amendments to article 3 of the Land Code of the Republic. The bill, introduced by deputies Azat Khamaev and Takhir Khadeev, was sent for signing to the President of Tatarstan.
Azat Khamaev, Chairman of the Committee on Ecology, Nature Management, Agroindustrial and Food Policy, noted that the bill was developed in connection with the need to bring the republican legislation in line with the federal one.
The bill is being adopted within the framework of the "garage amnesty". However, if the law on "garage amnesty" refers to capital buildings, then the draft law considered today concerns non-capital buildings (garages without foundations, shells, etc.) and parking spaces for disabled people. How will the assistance be expressed? Representatives of the municipal authorities will tell the owners of garages about their right to register the ownership of the garage and the land under it, if necessary, they will help with the search for title documents in the archives, and inform about the procedure for registration.
Conflict of Interest in Receiving Gifts and Services.

A civil servant, his relatives or other persons with whom the personal interest of a civil servant is associated, receive gifts or other benefits (free services, discounts, loans, payments for entertainment, recreation, transportation costs, etc.) from individuals and / or organizations in respect of which the civil servant exercises or previously performed certain functions of public administration.
Prevention and control measures:
The civil servant and his relatives are advised not to accept gifts from organizations in respect of which the civil servant exercises or previously performed certain functions of government, regardless of the value of these gifts and reasons for giving.
The representative of the employer, if he became aware of the receipt by the civil servant of a gift from individuals or organizations in respect of which the civil servant exercises or previously performed certain functions of government, it is necessary to assess how the gift received is related to the performance of official duties.
If the gift is related to the performance of official duties, then disciplinary measures should be applied to the civil servant, taking into account the nature of the corruption offense committed by the civil servant, its severity, the circumstances under which it was committed, the civil servant's compliance with other restrictions and prohibitions, requirements for prevention or on the settlement of conflicts of interest and the performance by them of duties established in order to combat corruption, as well as the previous results of the performance of a civil servant of his official duties.
The issues of reduction of arrears and tax arrears were considered in the next meeting in the mode of videoconference, the organizer of which is the Ministry of Finance of the Republic of Tatarstan. Representatives of the Ministry of Land Property of the Republic of Tatarstan, the Office of the Federal Tax Service for the Republic of Tatarstan, the Office of the Federal Service of Bailiffs for the Republic of Tatarstan, chambers (administrations, committees) of property and land relations of the Republic of Tatarstan took part in the work.
Fanil Agliullin held a videoconference meeting on amendments to the Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated October 3, 2012 No. 827 "On the sale of land plots owned by the Republic of Tatarstan or state ownership of which is not delimited, on which buildings, structures are located, to owners such buildings, structures or premises in them in the cases provided for by Art. 39.20 of the Labor Code of the Russian Federation". Today, the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin held a meeting with the participation of representatives of municipal districts on the issues of registration of ownerless hydraulic structures and land plots under cemeteries.
To date, there are only 927 hydraulic structures on the territory of the republic, incl. 703 are owned by municipalities, 96 are federal, 65 are private and 59 are ownerless. At the meeting in the mode of videoconference with the municipalities, the problematic issues on the registration of the right of municipal ownership of ownerless hydraulic structures were discussed on an object-by-object basis, since the safety of hydraulic structures is carried out by the executive authority of the constituent entity of the Russian Federation, on the territory of which this hydraulic structure is located.
During the meeting, issues of registration of land plots under cemeteries were also discussed. According to the updated data, there are 3,662 cemeteries in the Republic of Tatarstan, which are located on 4,225 land plots, of which 227 have not been registered.
