Today, Minister Fanil Agliullin personally took part in the celebrations dedicated to the 76th anniversary of Victory in the Great Patriotic War of 1941-1945, in the Kaibitsky municipal district of the Republic of Tatarstan.

The festive events were held in the village of Bolshiye Kaibitsy in Kaibitksy municipal district of the Republic of Tatarstan. The Minister took part in the Victory Parade, laid flowers to the obelisk in memory of those who fell during the Great Patriotic War, spoke to veterans, participants in the solemn event and voiced the festive address of the President of the Republic of Tatarstan Rustam Minnikhanov in connection with the 76th anniversary of the Great Victory, expressed the words gratitude to the veterans, wished them health and well-being.

Victory Day rightfully belongs to the brightest and most solemn pages in the history of our country. It was a Victory in the war, which became the most severe test for the inhabitants of Russia and the whole world. Since then, we have been writing the word Victory with a capital letter, thereby emphasizing all the greatness of the feat of the Russian people.

Today, May 08, 2021, on the eve of the 76th anniversary of the Great Victory, a forest was planted as part of the "Garden of Memory" environmental action. Spring and sunny weather contributed to the friendly work.

Employees of the Ministry of Land Property of the Republic of Tatarstan and subordinate institutions took part in planting coniferous seedlings in the territory of the Vysokogorsky municipal district near the village of Akinskaya Polyana

The international action "Garden of Memory" is timed to the 80th anniversary of the beginning of the Great Patriotic War, the goal of which is to plant 27 million trees in memory of the 27 million who died during the Great Patriotic War and is of particular importance in the context of preserving historical memory and the feat of the Soviet people.

In a good mood, the employees took part in this memorable landing and completed the assigned task.

The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the progress of the inventory of real estate objects to which there are no registered rights at the republican meeting in the House of Government of the Republic of Tatarstan.

The meeting was held by videoconference with all municipal districts by the President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was also attended by the Prime Minister of Tatarstan Alexey Pesoshin.

In total, about 850 thousand “problem” real estate objects were identified. To date, about 800 thousand objects have been surveyed, which is 94% of the total.

Fanil Agliullin noted that the survey and collection of additional information from 39 municipalities have been completed. As part of the inventory, about 70 thousand objects were identified, the rights to which arose earlier, namely, before the date of the entry into force of the Federal Law on State Registration of Rights to Real Estate and Transactions with It (dated July 21, 1997 No. 122-ФЗ).

The minister outlined several recent legislative changes. On the initiative of the Republic of Tatarstan, the payment of the state duty was canceled (for individuals 350 rubles for a land plot and 2000 rubles for a capital construction object) for registering previously arisen rights.

In December 2020, Federal Law No. 218-ФЗ on state registration of real estate was supplemented with Article 69.1, according to which the executive authorities and local governments are empowered to take measures to identify the owners of previously registered real estate objects; Carrying out measures to ensure that information about the copyright holders of previously registered real estate objects is entered into the United state register of real estate; making a decision to identify the owner of the previously registered real estate object; sending to the registration authority of the application for entering into the United state register of real estate information about the copyright holder of the previously registered real estate object.

The authorized bodies are empowered to send inquiries and receive information about the rightholders of previously registered real estate objects contained in documents held in the archives of such bodies as the Ministry of Internal Affairs, the Tax Service, the Civil Registry Office, the Notary. In this regard, the necessary changes have been made to the Fundamentals of the Legislation of the Russian Federation on Notaries (dated 11.02.1993 No. 4462-1), the Federal Law "On acts of civil status" (dated 15.11.1997 No. 143-ФЗ) and the Federal Law "On the Police" (dated 07.02.2011 No. 3-ФЗ) in terms of providing information requested as part of measures to identify the rightholders of previously registered real estate objects. This rule comes into force on June 29 of the current year (upon the expiration of 180 days after the day of official publication).

The Minister noted that this law applies only to real estate objects registered in the United state register of real estate, and urged his colleagues to carefully familiarize themselves with the innovations in the legislation and take full advantage of this opportunity.

Fanil Agliullin also spoke about the experiment to create a single information resource on land and real estate, in which the Republic of Tatarstan participates among four regions (Irkutsk Oblast, Krasnodar and Perm Territories). The success of the experiment directly depends on the completeness and quality of the information contained in the Unified State Register of Real Estate, he stressed.

Today the President of the Republic of Tatarstan Rustam Minnikhanov paid a working trip to the Kaybitsky municipal district. During the visit, the President discussed with the farmers the pace of the sowing campaign and got acquainted with the implementation of state programs.

The meeting with representatives of the agro-industrial complex took place on a field near the village of Bolshoe Podberezye. The head of the region, Albert Rakhmatullin, reported on the progress of the spring field work. In the structure of sown areas, grain crops occupy 32 thousand hectares, of which 20.7 thousand hectares are allotted for spring crops. In general, the sowing was completed by 30%.

Federal Law of April 30, 2021 No. 120-ФЗ On Amendments to the Federal Law On State Registration of Real Estate and Certain Legislative Acts of the Russian Federation (hereinafter referred to as the Federal Law) is aimed at improving the legal regulation of relations in the field of state cadastral registration of real estate and state registration of rights to such property.

In order to improve the quality and availability of state services for the implementation of state cadastral registration and (or) state registration of rights, the law establishes the powers of a federal state budgetary institution subordinate to the body for registration of rights and exercising powers in the field of state registration of rights and state cadastral registration.

Federal law provides that the Unified State Register of Real Estate includes information on the decision to seize a land plot and the real estate object located on it for state or municipal needs, as well as a description of the location of the boundaries of lands reserved for such needs.

Along with this, the list of persons, according to whose applications the state cadastral registration and state registration of rights are carried out, is expanding, the grounds for returning without considering such applications and the documents attached to them are clarified.

In addition, the Federal Law specifies the cases of state cadastral registration and state registration of rights simultaneously and separately, and also specifies the rules for correcting errors contained in the Unified State Register of Real Estate and providing information contained therein.

For this purpose, a working group, which included representatives of Federal service of state registration, cadastre and cartography, the Federal Cadastral Chamber, the Ministry of Construction, the Center for Geodesy, Cartography, Institute for spatial data and others arrived in the republic.

The main problems identified in Tatarstan during the implementation of the experiment on the creation of the unified information system were voiced by Assistant of the President of the Republic of Tatarstan Rustem Merzakreev. The perimeter of the questions raised by him is wide and diverse - from entering information on the borders (subjects of the Russian Federation, municipalities, settlements, territorial zones, etc.) into the Unified State Register of Real Estate to considering the issue of the absence of the obligation of the copyright holder to register real estate objects ... Also, during the working meetings, the issue of creating an up-to-date unified electronic cartographic framework on the territory of the Republic of Tatarstan was considered.

Today, on April 29, the international educational and patriotic action "Victory Dictation" was held throughout the country.

Employees of the Ministry of Land and Property of the Republic of Tatarstan, as well as subordinate institutions took part in the Dictate of Victory in an online format with preliminary registration on the official website of диктантпобеды.рф. The participants had 45 minutes to complete all the work. Participants tested their knowledge of the Great Patriotic War by answering 25 test questions. They also learned their results and printed commemorative diplomas.

The questions were both difficult and interesting. But all the participants did them willingly. The Great Patriotic War is the historical period that we all must know about!

Regular meeting of the Board of Directors of PJSC TATNEFT named after V.D. Shashin took place today under the chairmanship of the President of the Republic of Tatarstan Rustam Minnikhanov.

The event took place at the Government House of the Republic of Tatarstan (Kazan).

The Board of Directors was provided with information on the results of the budget execution of TATNEFT PJSC for the first quarter of 2021. The meeting approved the budget for May 2021. Also, the Board of Directors heard information on the status of receivables and payables for 2020.
