11.10.2016 departure of the staff of the Ministry of land and property of the Republic of Tatarstan together with the Ministry of Education and Science of the Republic of Tatarstan to the Alkeevsky and Spassky municipal districts of the Republic of Tatarstan for the purpose of inspection of use and safety of premises for orphan children and children without parental support has been carried out.

In pursuance of points 2.1. and 6 of the protocol of the Commission on coordination of work on anti-corruption in the Republic of Tatarstan dated 26.03.2016 № PR-84, and also for the purpose of control of observance of regulations of the legislation in the financial and budget sphere, on October 11 and 12 the current year certification of chief accountants of the state budgetary institutions subordinated to the Ministry of land and property of the Republic of Tatarstan is carried out.

The regular meeting of Public council of the Ministry of Land and Property of the Republic of Tatarstan with participation of the minister Azat Hamayev was devoted to results of activities of the ministry in the current year, to the prospects of development and the analysis of earlier made decisions.

Opening a meeting, the chairman of the board Rasheed Abashev told about results of enlarged meeting of Coordination council of public councils of Public chamber of the Republic of Tatarstan with participation of the President of the Republic of Tatarstan R.N.Minnikhanov, the tasks set for the advisory bodies representing civil society in dialogue with the power.

By results of activities of the Ministry of land and property of the Republic of Tatarstan in the I-st half-year of 2016 the deputy minister Farit Musin and heads of structural divisions of the ministry acted. Taking into account the provided information and opinions of members of Public council it is offered to consider in addition a question of unprofitability of the state and municipal entities. Also the question of appraisal of municipal property was discussed, suggestions for improvement of its quality are stated.

Since July 4, 2016 (except for the separate provisions coming into force from 01.01.2017) the Federal law dated 03.07.2016 №. 354-FZ "About modification of separate legal acts of the Russian Federation regarding enhancement of an order of seizure of land from lands of agricultural purpose in case of their non-use on purpose or use with a violation of the law of the Russian Federation" came into force (further – the Federal law).

04.10.2016 departure of the Ministry of land and property of the Republic of Tatarstan together with the Ministry of Education and Science of the Republic of Tatarstan to the Kukmorsky and Sabinsky municipal districts of the Republic of Tatarstan for the purpose of inspection of use and safety of premises for orphan children and children without parental support (further – orphan Children) has been carried out.

On October 6, 2016 on the website regulation.gov.ru the project of Methodical instructions for the state cadastral appraisal of real estate objects was published. First of all it is interesting to future staff of the created state budgetary institutions, but mentions both a considerable part of appraisal community, and consumers of appraisal services, and ordinary owners. Methodical instructions are developed for the purpose of implementation of the Federal law "About the State Cadastral appraisal".

06.10.2016 Ministry of land and property of the Republic of Tatarstan together with the Ministry of Education and Science of the Republic of Tatarstan departure to the Almetyevsky and Aznakayevsky municipal districts of the Republic of Tatarstan for the purpose of inspection of use and safety of premises for orphan children and children without parental support was performed.

According to point 4 of part 1 of article 51 of the Housing code of the Russian Federation if in family there is a patient suffering from a severe form of a chronic disease in case of which a cohabitation with it in one apartment is impossible, and not having other premises occupied under the agreement of social hiring, the employment contract of premises of a housing stock of social use or belonging on the property right premises are provided under agreements of social hiring.

On October 6 and 7 Ministry of land and property of the Republic of Tatarstan and Ministry of Economics of the Republic of Tatarstan was visited by specialists of the Ministry of Land and Property Relations of the Republic of Bashkortostan. During the business meetings with heads of department of  Ministry of land and property of the Republic of Tatarstan the colleague's from Bashkortostan exchanged experiment on questions of work with objects of treasury, support of a small and average entrepreneurship and some other topical issues of activities of our departments.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.10.2016 the Ministry considered 1859 applications to 3157 transactions, have not revealed significant observations in 1245 transactions. In 1912 transactions notes are given, documents were sent back for revision.
