The Ministry of Land and Property of the Republic of Tatarstan announced auctions for the right to conclude lease agreements for property owned by the Republic of Tatarstan, free from the rights of third parties, with the exception of the right of economic management, the right of operational management, as well as the property rights of small and medium-sized businesses, intended to be provided on the right of ownership and (or) use on a long-term basis and on preferential terms to small and medium-sized businesses and organizations that form the infrastructure for supporting small and medium-sized businesses, as well as during the period of the experiment established by Federal Law of November 27, 2018 No. 422-FZ “On conducting an experiment to establish a special tax regime “Tax on professional income”, for individuals who are not individual entrepreneurs and apply a special tax regime “Tax on professional income”.

The essential terms of contracts to meet federal needs - the terms, price, types and volumes of work (services) can be changed if the suppliers for them are companies whose employees are called up for service as part of partial mobilization. The decision will also affect mobilized individual entrepreneurs. The innovation applies to all contracts that will be concluded before the end of 2023.
At the site of the Kazan Innovation University - a partner of the Union of Appraisers of the Republic of Tatarstan - a seminar on a topical topic - innovations related to changes in the Federal Appraisal Standards, which come into force on November 7 this year was held. More than 60 full-time and remote participants of the seminar, who represented the appraisers of the main self-regulatory organizations of Russia, the Ministry of Land Property of the Republic of Tatarstan, the Committee for Land and Property Affairs of Kazan, the State Budgetary Institution Center of State Cadastral Valuation, were presented with a handout that allows them to independently draw conclusions about the applicability of the federal appraisal standarts in current activities, get acquainted with report templates based on changes, form their vision for the Roadmap. The lecturer answered numerous questions from the audience, suggested that the practice of joint discussion of significant issues of valuation activities be continued.
Representatives of the Ministry of Land and Property of the Republic of Tatarstan took part in the next monthly meeting on the preparation of urban planning documentation, organized by the State Budgetary Institution "Spatial Data Fund of the Republic of Tatarstan". Representatives of the executive committees of the municipalities of the Republic of Tatarstan, the Cadastral Chamber and the Office of Federal service of state registration, cadastre and cartography in the Republic of Tatarstan also took part in the discussion of the issue in the videoconferencing mode.
At present, 26 master plans and 27 land use and development rules of rural settlements have been approved, but have not yet been entered into the cadastral register - this prevents the timely establishment of the boundaries of settlements and territorial zones in the Unified state register of real estate. A list of municipal districts was also presented, which need to schedule public hearings on general plans and land use and development rules in the near future.
The State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan” weekly conducts an inventory of urban planning documents of the Republic of Tatarstan, namely: the state of master plans, approval of the land use and development rules and registration of the boundaries of settlements in the Unified State Register of Real Estate. Issues of reducing debt and tax arrears were considered at the next meeting via videoconference, organized by the Ministry of Finance of the Republic of Tatarstan. Representatives of the Ministry of Land and Property of the Republic of Tatarstan, the Office of the Federal Tax Service for the Republic of Tatarstan, the Office of the Federal Bailiff Service for the Republic of Tatarstan, chambers (departments, committees) of property and land relations of the Republic of Tatarstan took part in the work.
The announcement of the annual message of the President of the Republic of Tatarstan took place in the Big Concert Hall named after Salih Saidashev in Kazan. In addition to the deputies of the State Council of the Republic of Tatarstan, heads of ministries and departments of the republic, heads of public organizations, representatives of federal legislative and executive authorities were invited to the meeting.

The non-profit partnership "Union of Appraisers of the Republic of Tatarstan" has released the next collection "Monitoring the prices of real estate, land plots and rental rates as of September 1, 2022 (12th edition).
Based on the results of the study of transactions with real estate, other open sources, experts and members of the Union Monitoring Committee conducted an analysis and statistical processing of market data, other open sources. When determining the price ranges, mathematical processing of information was carried out with the exception of the maximum and minimum values of the cost, as well as with obviously unreliable or contradictory information.
The collection contains ranges of prices and rental rates for commercial real estate, including land plots, recommended minimum rates for appraisal work, and information about the activities of the Union. Studies of residential real estate as of the beginning of the current year were not included in the Collection due to significant fluctuations in market prices in the face of uncertainty.
Since the last analytical study, the following changes have been reflected in the monitoring:
The market value of commercial real estate in the segment "Administrative, office premises, business centers" increased in Novo-Savinovsky (maximum value - 160 thousand rubles / sq.m.), Moskovsky and Kirovsky districts of the city of Kazan, in Aviastroitelny, Vakhitovsky districts increased as well as the lower limits of the average market value (in the Moskovsky and Novo-Savinovsky districts they decreased). Retail space, public catering facilities have significantly increased in price in the Kirovsky and Privolzhsky districts, in Vakhitovsky, on the contrary, a decrease in the maximum limit of the range is observed - from 230 to 200 thousand rubles / sq.m. Industrial and warehouse premises increased in price in Aviastroitelny, Vakhitovsky and Sovetsky districts of the capital of the republic.
