In accordance with the Decree of the Government of the Russian Federation dated July 15, 2020 No. 1042 "On Amendments to the Specifics of the Implementation of Certain Measures of the State Program of the Russian Federation" Provision of Affordable and Comfortable Housing and Utilities for Citizens of the Russian Federation ", young families participating in the program for providing affordable housing will be able to receive payments for the purchase of comfort-class apartments.

Starting from August 4, 2020, enterprises and organizations of the Republic of Tatarstan have an additional opportunity to reimburse, at the expense of the Social Insurance Fund of the Russian Federation, the costs of a number of preventive measures to reduce the incidence of the new coronavirus infection COVID-19 among their employees (purchase of masks, respirators, gloves, thermometers , antiseptics, etc.).

 Order of the Ministry of Labor and Social Protection of the Russian Federation dated June 23, 2020 No. 365Н "On Amendments to the Rules for Financial Provision of Preventive Measures to Reduce Occupational Injuries and Occupational Diseases of Employees and Sanatorium and Resort Treatment of Employees Working with Harmful and (or) Hazardous Industrial Factors, approved by the order of the Ministry of Labor of Russia dated December 10, 2012 No. 580Н «The list of preventive measures has been expanded, the costs of which the employer can reimburse at the expense of the Social Insurance Fund of the Russian Federation».

The updated list includes the following activities:

- purchase of personal protective equipment for respiratory organs, face shields, shoe covers, anti-plague suits, disposable gowns;

- purchase of disinfecting skin antiseptics for hand treatment

workers and dispensing devices for treating hands with the specified

antiseptics;

- purchase of devices and disinfectants for complex

handling vehicles, transport packaging materials,

equipment, products, office space, contact surfaces,

air recirculators;

- purchase of devices to control the body temperature of workers;

- laboratory examination of employees for COVID-19.

In 2020, in the context of the implementation of a set of restrictive and other measures to prevent the spread of a new coronavirus infection (COVID-19), the insured may apply with an application to the territorial body of the Social Insurance Fund of the Russian Federation at the place of its registration by October 01, 2020.

Today Deputy Minister Rustem Shameev visited the oldest labor veteran of the Ministry of Land Property of the Republic of Tatarstan, Nail Zinnatullin, on his birthday. Nail Zinnatullovich was one of those who stood at the origins of the State Committee for State Property Management of the Republic of Tatarstan.

On July 29, 2020, the second meeting of the commission on compliance with the requirements for official conduct of civil servants and the settlement of conflicts of interest of the public took place with the participation of members:

Valentin Paimukhin, Chairman of the Commission of the Public Chamber of the Republic of Tatarstan on the Development of Civil Society Institutions and Interaction with Public Councils;

Oleg Bulgakov, member of the Public Council under the Ministry of Land Property of the Republic of Tatarstan, executive director of the non-profit partnership Union of Appraisers of the Republic of Tatarstan;

Roza Shageeva, vice-president of the public organization Economic Society of the Republic of Tatarstan;

Timur Halimdarov, representative of the Office of the President of the Republic of Tatarstan for Anti-Corruption Policy;

Airat Khairullin, Chief Advisor of the Anti-Corruption Monitoring Department and Chief Advisor of the Anti-Corruption Inspection Department.

The meeting was opened by the Deputy Minister of Land and Property of the Republic of Tatarstan Rustem Shameev.

The commission considered the following issues:

The State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan received a license, on the basis of which it can carry out work on the creation and (or) updating of state topographic maps or state topographic plans, state geodetic networks, state leveling networks, geodetic networks for special purposes, including differential networks geodetic stations, establishing, changing and clarifying the passage of the state border of the Russian Federation, the borders between the subjects of the Russian Federation and the borders of municipalities

The main requirements for obtaining this document were the presence in the staff of the institution of professionals with education from the list of specialties in the field of cartographic and geodesic activities established by law and their relevant production experience, as well as the availability of technical means and the necessary geodetic equipment. The Department of federal service of state registration, cadaster and cartography in the Republic of Tatarstan conducted an unscheduled check, as a result of which it was revealed that the State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan meets all legal requirements.

The presence of this document will allow our institution to expand opportunities for the effective implementation of cartographic and geodetic works.

More than 200 cases have been entered into the Spatial Data Fund, which in turn consist of maps of various scales, topographic plans, orthomosaics, vector schemes. Data is stored in two forms: analog (paper) and digital. The total amount of digital-only data available is 16.5 TB.

To date, the Fund continues to be filled with information for 2020. Recall, on the basis of clause 5 of Appendix No. 2 to the Order of the Ministry of Economic Development of the Russian Federation dated 07.11.2017 No. 603, the transfer of spatial data and materials by the state authorities of the republic or their subordinate institutions for inclusion in the Fund is carried out within 14 calendar days from the date of adoption from executor of the results of work under a government contract. Below is a complete list of spatial data for inclusion in the Foundation.

The materials received are already being used in the work of the institution. Based on orthophotomaps, work is being carried out to establish the border of the Republic of Tatarstan and the municipal districts of the republic, using information about subsoil users and orthophotomaps for land assessment, master plans of rural settlements are being developed, based on information on cadastral division, rules for land use and development are developed.

List of spatial data for inclusion in the Foundation:

Technical reports, catalogs of coordinates and heights and other materials;

Primary and derivative materials and data of remote sensing of the Earth (aerial photography and satellite imagery) for the purpose of providing geodetic and cartographic activities;

Materials and data of geodynamic research based on geodetic, gravimetric and space measurements;

Technical reports on topographic surveys, including surface water bodies;

Originals and copies of state topographic maps, including surface water bodies, settlement plans, digital topographic maps and plans of various scales;

Originals of general geographic, political and administrative, scientific reference and other thematic maps, and atlases of national and inter-sectoral purposes, educational cartographic manuals;

Projects of atlases and other fundamental cartographic works;

Duty (reference) topographic maps with documentation, including materials on the establishment and change of the administrative boundaries of the constituent entities of the Russian Federation;

Catalog of geographical names, dictionaries and reference books of names of geographical objects on the territory of the Republic of Tatarstan;

Materials and data for the creation of regional geographic information systems;

Programs, scientific and technical reports and documentation in the field of geodesy and cartography;

Regulatory and technical documents in the field of geodetic and cartographic activities.

In July 2020, the State Budgetary Institution Republican Property Treasury conducted 11 inspections of the effective use and safety of state property, enshrined in the operational management of state institutions subordinate to the Ministry of Health of the Republic of Tatarstan, the Ministry of Labor, Employment and Social Protection of the Republic of Tatarstan, the Ministry of Education and Science of the Republic Tatarstan, the Ministry of Culture of the Republic of Tatarstan, the Ministry of Forestry of the Republic of Tatarstan.

In accordance with the Federal Law of July 3, 2016 No. 237-ФЗ "On state cadastral valuation" in pursuance of the order of the Ministry of Land Property of the Republic of Tatarstan dated July 21, 2020 No. 2221-r, in 2021, a state cadastral assessment of land plots of the land category of the settlements located on the territory of the Republic of Tatarstan will be carried out on the territory of the Republic of Tatarstan.

Preparations for the state cadastral assessment are carried out until January 1, 2021. As part of the preparatory stage of the state cadastral appraisal in order to collect and process the information necessary to determine the cadastral value, the state budgetary institution Center of State Cadastral Assessment accepts declarations on the characteristics of real estate objects from the rightholders of the respective real estate objects ...

To collect and process this information, the rightholders of real estate objects have the right to submit to the State Budgetary Institution Center of State Cadastral Assessment declarations on the characteristics of the relevant real estate objects, including clarifying the main, quantitative and qualitative characteristics of the objects of assessment: the type of permitted use, description of the location, area, actual use, remoteness land plot, other factors affecting the cadastral valuation of the property.

The form of the declaration on the characteristics of real estate objects and the procedure for its consideration were approved by order of the Ministry of Economic Development of Russia dated December 27, 2016 No. 846 "On approval of the procedure for considering the declaration on the characteristics of a real estate object, including its form."

On July 6. 2020 the Ministry of Justice of the Republic of Tatarstan registered an order of the Ministry of Land and Property of the Republic of Tatarstan of June 5, 2020 No. 1799-r, amending the results of the state cadastral valuation of agricultural land in relation to land plots, the cadastral value of which was revised by the State Budgetary Institution Center of the State Cadastral assessment on the base of unreliability of the information used in the state cadastral appraisal.

Today, Artur Galiev, First Deputy Minister of Land and Property of the Republic of Tatarstan, took part in a meeting of financial, treasury and tax authorities on the results of the execution of the consolidated budget of the Republic of Tatarstan for the 1st half of 2020 and tasks for 2020.

The meeting was held at the Government House of the Republic of Tatarstan under the chairmanship of the President of the Republic of Tatarstan Rustam Minnikhanov. It was attended by the Chairman of the State Council of the Republic of Tatarstan Farid Mukhametshin, Prime Minister of the Republic of Tatarstan Alexey Pesoshin, representatives of ministries and departments of the republic. Also, representatives of large, economically and socially significant (backbone) organizations, enterprises with a state share of the Republic of Tatarstan took part in the meeting in the videoconference mode in the building of the Ministry of Land Property of the Republic of Tatarstan.

As Rustam Minnikhanov noted, summing up the results of the meeting, it is important to continue to coordinate the work of all departments for unconditional collection of debts to the budget. All state and municipal bodies, territorial divisions of federal services, and enterprises should be involved in working with debtors.
