Specialists of the Spatial Data Fund of the Republic of Tatarstan continue to work on the development of master plans, rules for land use and development of municipal districts, as well as verification of urban planning documents.

The next meeting of the Board of Directors of TATNEFT PJSC was held today under the chairmanship of the President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was held at the Government House of the Republic of Tatarstan (Kazan).

The results of the financial and economic activities of the Tatneft Group for six months of 2022 were considered. In general, the financial and economic indicators for the first half of the year exceeded the forecasts mainly due to the growth in prices for oil and oil products, as well as measures to improve production efficiency and rational use of resources. At the same time, the results of operations in the second quarter of 2022 were put under pressure by the strengthening of the ruble, changes in the composition of the Group's business and a number of other factors.

The Board of Directors considered the issue of implementing the strategy of the Tatneft Group in the current conditions. Despite the change in the external environment and the exit from the Tire Business Group, the company maintains a strong position. Resource potential, technological competencies, business diversification in oil refining and petrochemicals allow to support them. The goals in the oil production segment are also planned to be achieved by strengthening competencies and developing the oilfield service unit, as a result of which non-productive time will be significantly reduced, unit costs will be reduced, and the quality of work and the accuracy of fulfilling the plans of internal customers will be improved.

Issues of reducing debt and tax arrears were considered at the next meeting via videoconference, organized by the Ministry of Finance of the Republic of Tatarstan. Representatives of the Ministry of Land and Property of the Republic of Tatarstan, the Office of the Federal Tax Service for the Republic of Tatarstan, the Office of the Federal Bailiffs Service for the Republic of Tatarstan, chambers (departments, committees) of property and land relations of the Republic of Tatarstan took part in the work.

Currently, the Russian Federation is implementing a state program for accounting for land and real estate to further ensure investment attractiveness and improve the efficiency of taxation.

Today in the Ministry of Land and Property of the Republic of Tatarstan a meeting of the leadership of the Ministry of Land and Property of the Republic of Tatarstan with the delegation of the Republic of Karelia headed by the Minister of Property and Land Relations of the Republic of Karelia Yanina Svidskaya took place.

The working meeting of representatives of the State Budgetary Institution "Spatial Data Fund of the Republic of Tatarstan", departments of Federal service of state registration, cadastre and cartography and the Federal Cadastral Chamber of Federal service of state registration, cadastre and cartography in the Republic of Tatarstan was organized in the videoconferencing mode. The participants discussed the current status of work on introducing changes to the territorial planning schemes (STP) of municipal districts.

The Ministry of Land and Property of the Republic of Tatarstan announced auctions for the right to conclude lease agreements for property owned by the Republic of Tatarstan, free from the rights of third parties, with the exception of the right of economic management, the right of operational management, as well as the property rights of small and medium-sized businesses (hereinafter - SME), intended to be provided on the right of ownership and (or) use on a long-term basis and on preferential terms to SMEs and organizations that form the infrastructure for supporting SMEs, as well as during the period of the experiment established by Federal Law No. 422 of November 27, 2018 -FZ “On conducting an experiment to establish a special tax regime “Tax on professional income”, for individuals who are not individual entrepreneurs and apply a special tax regime “Tax on professional income”

The term of the lease agreement is 6 years

The rent is:

– in the first year of the lease – 0 percent;

– in the second year of the lease – 0 percent;

– in the third year of the lease – 25 percent;

– in the fourth year of the lease – 50 percent;

– in the fifth year of the lease – 75 percent;

- in the sixth and subsequent years of the lease - 100 percent of the amount of the rent established on the basis of the assessment of the market value of the lease of the property.

Russian President Vladimir Putin approved a list of instructions to the government on the implementation of the National Spatial Data System (NSDS) state program, the corresponding document is posted on the website of the head of state.

In particular, the government of the Russian Federation was instructed to ensure that amendments are made to the legislation of the Russian Federation until January 1, 2024, aimed at reducing the number of land plots with indefinite boundaries, as well as the number of buildings, structures, and premises actually used, but not registered in the Unified State Register of Real Estate and parking spaces.

On 13 August at a meeting held by Tatarstan President Rustam Minnikhanov with participation of the Prime Minister of the republic Aleksey Pesoshin at the Government House of the republic, regional Minister of Land and Property Relations Fanil Agliullin reported about participation of the republic in state programme of the National Spatial Data System which was introduced by the Decree of the Russian Government in December 2021.
