From 1 January 2017, except for provisions with other terms, shall enter into force on the Federal Law dated 03.07.2016 № 315-FZ "On Amendments to Part One of the Civil Code of the Russian Federation and Certain Legislative Acts of the Russian Federation" (hereinafter - The federal law).

Federal law amended the Civil Code, the Town Planning Code, the Federal Law "On state registration of real estate", makes a definition of the concept of "parking space", especially established state registration of the property rights for "parking place".

So, to the premises intended to accommodation of vehicles of the buildings or facilities (parking places) are assigned to immovable property, if the boundaries of the premises, parts of buildings or structures are described in the procedure established by legislation of the state cadastral registration.

On August 18, 2016 at the next meeting of the expert body of NP "Union of Appraisers of the Republic of Tatarstan", on requests of the Ministry of land and property of the Republic of Tatarstan was reviewed and approved a professional opinion of experts about seven reports on the market value of land in the municipalities of republic.

Following the discussion, according to experts of the Expert Advisory Board of NP "Union of Appraisers of the Republic of Tatarstan" (Partnership), in connection with the repeated errors and inaccuracies in the reports, there is a need for treatment in self-regulatory organizations in the complaints of the established sample about appraisers admitting violations. With regard to appraisal organizations - members of the Partnership, actions will be taken in accordance with the Charter and internal regulatory documents of the Partnership.

The results of the expert analysis and proposals for improving the level of appraising work in the municipalities were sent to the Ministry.

On August 16, 2016 in the Ministry of land and property of the Republic of Tatarstan held an extended meeting with the participation of the state in economic societies of control bodies and companies whose stocks (shares) of which are in the Republic of Tatarstan’s property, and the members of the Interdepartmental Working Group to conduct a comprehensive analysis of reducing the volume of profit in the Republic of Tatarstan.

The meeting discussed issues related to improving the quality of work and improve the activities of audit committees of companies, in which the representatives of the state - the employees of the ministries and departments of the Republic of Tatarstan were appointed.

In order to further providing of methodological assistance to municipal formations of the republic 24.08.2016 at 10.00 in Ministry of land and property of the Republic of Tatarstan will be held the meeting of the "round table" on the improvement of governance in the field of land and property relations with representatives Federal Service of state registration, Cadastre and Cartography of the Republic of Tatarstan, FSBI Federal cadastral chamber of the Republic of Tatarstan, the judiciary, the municipal formations of the republic.

On August 24, 2016 at 9:00 am will be held a meeting of the board of the Ministry of Land and Property of the Republic of Tatarstan with the participation of heads of chambers, departments (committees) of land and property on the results of the first half of 2016. It will focus on ensuring of profitability of state and municipal property, reduction of debts on lease of land and property, execution of agreements on cooperation with Ministry of Land and Property of the Republic of Tatarstan, granting land plots to large families, cadastral registration of the boundaries of rural settlements and other issues.

Federal law establishes the status of the non-profit organization - Executive socially useful services and the main criteria for granting a non-profit organization that status.

Under the non-profit organization - executor of public utility services is understood as socially oriented non-profit organization, which for more than one year has socially useful services of good quality, is not a non-profit organization that performs the functions of a foreign agent, and has no debts for obligatory payments, established by legislation of the Russian Federation.
