In accordance with the Procedure for providing subsidies from the budget of the Republic of Tatarstan to non-profit organizations for financial support (reimbursement) of costs associated with the organization and holding of seminars, conferences, forums, competitions, intellectual competitions and other events in the field of information technology, digital economy and (or) robotics , as well as those related to ensuring the participation of teams of the Republic of Tatarstan in these events, approved by the Cabinet of Ministers of the Republic of Tatarstan dated July 17, 2018 7 No. 499 (hereinafter referred to as the Procedure) and by order of the Ministry of Land and Property of the Republic of Tatarstan (hereinafter referred to as the Ministry) dated October 18, 2019 No. 543-pr, the deadlines for submitting applications for subsidies from the budget of the Republic of Tatarstan to non-profit organizations (excluding state (municipal ) institutions):

1) for reimbursement of expenses associated with the final stage of the All-Russian Robotics Olympiad - 2019;

2) to reimburse the costs associated with the preparation of the national team of the Republic of Tatarstan for the All-Russian Olympiad of computer science students in 2019.

 

This law is intended to become a key one in the sphere of state and municipal property management, consolidating numerous relevant federal, regional and municipal regulatory legal acts. The document was developed jointly by the team of legal scholars at Moscow State University and specialists from the Ministry of Economic Development of Russian Federation. The draft law provides for a unified structure of public property management in the Russian Federation, uniformity of accounting for state and municipal property, establishment of management efficiency criteria and principles of property redistribution between levels of government.

 

For 9 months of 2019, the volume of tax and non-tax revenues of the consolidated budget of the Republic of Tatarstan exceeded 205 billion rubles. The growth was 7.3% compared to the corresponding period last year. This was announced by the President of the Republic of Tatarstan Rustam Minnikhanov at the republican meeting of financial, treasury and tax authorities of the Republic of Tatarstan yesterday following the results of the implementation of the republic’s consolidated budget for 9 months of 2019 and tasks before the end of 2019. The meeting was held in videoconferencing mode with the connection of municipal areas.

Rustam Minnikhanov said that over the 9 months of this year, the industrial production index was 101.3%, retail trade grew by 0.1%. Over 802 billion rubles were mobilized from the territory of the republic to all budget levels, of which 74.4% were directed to the federal budget.

“A lot of work has been done on budgeting. Zonal meetings, parliamentary hearings were held. The budget has so far been formed with a deficit of more than 3 billion rubles. Despite these difficulties, we retained all the programs that we had in previous years. We are also starting a number of new programs aimed at improving the quality of life of our citizens. Among them - the program “Our yard”, the program for the overhaul of hospitals, sports facilities, educational buildings and dormitories, educational institutions of culture. All this will require a well-coordinated work of the entire financial system, ”said Rustam Minnikhanov.

He emphasized that one of the reserves for increasing the budget revenues is the reduction of tax debt. Since the beginning of the year, it has decreased by 1 billion rubles. However, the level of debt remains significant - 8 billion rubles. “This work needs to be continued, attracting our branch ministries and district heads,” the President of the Republic of Tatarstan focused.

Separately, Rustam Minnikhanov focused on the implementation of national projects. He emphasized that all the parameters laid down in agreements with the federal center should be achieved.

Marat Safiullin, head of the Federal Tax Service in the Republic of Tatarstan, noted that domestic tax administration technologies using unique Russian IT developments, as well as systemic interaction with the republic’s authorities, have a positive effect on the dynamics of tax revenues and insurance premiums. For 9 months in the republic, 611 billion rubles were credited to budgets of all levels, which is 13% more than the corresponding period in 2018, including payments to the consolidated budget of the republic increased by 15%. Despite the decline in world oil prices, almost 60% of the total tax revenue comes from mining.

“The key to high dynamics of tax revenues is quality tax administration. This especially applies to income tax - one of the most important revenue sources. Over 9 months, its revenue in the republic’s budget amounted to 73.9 billion rubles and increased by 6.1% compared to January-September last year. The main increase was generated by organizations in the oil industry due to rising oil prices and a positive exchange rate difference in the first half of the year, ”said Marat Safiullin.

As for the “salary” taxes, the income tax on individuals increased by January-September last year by 8.3%, insurance premiums - by 7.5%. This is higher than the growth rate of wages in the republic, which developed in January-August of this year at the level of 5.4%.

Marat Safiullin informed about the completion of the campaign for the mass automated calculation of property taxes for 2018 and the delivery of tax notifications to the citizens of the republic - there are 2 million 200 thousand people this year. According to preliminary calculations, the expected amount of charges will amount to 7.2 billion rubles, which is 200 million rubles (2.9%) more than last year. The speaker recalled that property taxes must be paid no later than December 2.

“Another category of individuals requiring special attention is self-employed citizens. As a result of the joint work of authorities at all levels, the number of registered payers of tax on professional income in the republic has made up more than 37 thousand people today. It is important that today all these people work within the legal framework, ”he added.

The meeting of the Commission of the Ministry of Land and Property of the Republic of Tatarstan on compliance with the official conduct of public civil servants and the settlement of conflicts of interest was held under the chairmanship of Deputy Minister Rustem Shameyev On October 16, 2019.

The conclusions on the results of checking the compliance of expenses with the incomes of 2 state civil servants of the Ministry were examined, as well as a review of offenses and crimes of a corruption nature identified in the Republic of Tatarstan for 2017 - 2019 by the control and oversight and law enforcement agencies, prepared by the Office of the President of the Republic of Tatarstan on anti-corruption issues politicians.

On the first and second issues, the Commission unanimously decided to recommend to the Minister to recognize that the information provided by the state civil servants of the Ministry is reliable and complete, and that the sources of funds from which the transactions were concluded are considered confirmed.

 

The next meeting of the Investment Council of the Republic of Tatarstan was chaired by the President of the Republic of Tatarstan Rustam Minnikhanov.

The event was held in the Government House of the Republic of Tatarstan.

The project for the construction of a medical rehabilitation center in Kazan (PremiumStroy LLC, Moscow), the project “Reconstruction and modernization of medical oxygen storage and supply systems in hospitals of the Republic of Tatarstan” (Er Likid LLC, Moscow) are still undergoing approval stages at various levels.

Rustam Minnikhanov instructed to assist projects, accelerate work with investors, especially regarding the coordination of documentation. According to him, work with investors is reflected in the formation of the investment climate in the region.

The head of the Tatarstan Investment Development Agency Taliya Minullina proposed to approve the regulation on the procedure for absentee voting (by poll) when making decisions of the Investment Council of the Republic of Tatarstan and changes in regulatory legal acts.

Then 2 new investment projects were considered.

The project of creating a full-cycle film studio was presented by the founder of the Kay Di Studios film studio Evgeny Melentiev (Moscow). The company was established in 2012.

He outlined the amount of investment in the project, the payback period of the project (6-7 years), the creation of new high-tech jobs and the involvement of creative youth in the project.

Rustam Minnikhanov supported the implementation of this project.

The next was the project "Creation of a complex for the processing of organic waste" from the company from St. Petersburg "Ebobios". The project involves the construction of bioenergy complexes that are environmentally friendly and compact.

Alexander Podsekin, chairman of the company's board of directors, said that organic waste processing facilities have already been installed at some agricultural enterprises in the Leningrad Region.

Rustam Minnikhanov noted that the project is interesting and appointed the Ministry of Ecology and Natural Resources of the Republic of Tatarstan as curator of the project. In addition, he commissioned the formation of a working group, which will also include representatives of the Ministry of Agriculture and Food of the Republic of Tatarstan, to study the possibilities of the Ebobios project and use the organic waste processing facilities in the republic.

One of the directions in the management organization of joint-stock companies whose shares are owned by the Republic of Tatarstan and (or) with respect to which a special right has been adopted (golden share) is the nomination (appointment) of government representatives to the management and control bodies of such companies in order to represent and protect property interests of the Republic of Tatarstan.

The Ministry of Land and Property of the Republic of Tatarstan as an authorized body exercising the powers of a shareholder in joint-stock companies whose shares are owned by the Republic of Tatarstan, at the end of each year, carries out preparatory work for the annual general meetings of shareholders, namely, determines the candidacies of government representatives for the management and control bodies of joint-stock companies for the next corporate year.

In accordance with the Regulation on the representatives of the state in the management and control bodies of business entities whose shares (shares) are owned by the Republic of Tatarstan, as well as in respect of which a decision has been made to use special law (“golden share”), the Ministry of Land Property of the Republic of Tatarstan is currently are being collected proposals on candidacies of state representatives from the Office of the President of the Republic of Tatarstan, the Office of the Cabinet of Ministers of the Republic of Tatarstan, ministries and departments of the Republic Tatarstan faces for subsequent approval by the Interdepartmental Commission for Work with State Representatives in the Management and Control Bodies of Business Companies and Partnerships, acting in accordance with the Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated December 15, 2001 No. 895.

The next meeting of this commission will be held in November 2019.

10/15/2019 in the Ministry of Land Property of the Republic of Tatarstan, held a meeting chaired by the acting Deputy Minister of Land and Property of the Republic of Tatarstan Tagir Khusnutdinov, in which the issues of determining the boundaries of flood zones, flooding in the Republic of Tatarstan and consideration of standards for the development of territorial planning documents were considered. Representatives of the State Budget Institution “Spatial Data Fund of the Republic of Tatarstan” and the Ministry of Ecology of the Republic of Tatarstan participated in the discussion of these issues.

As a result of the meeting, in order to fulfill the assignment of cadastral registration of flooding zones in the Republic of Tatarstan, the participants decided to create a working group. This will speed up the process of work together with direct performers. Also at the meeting, the possibility of interaction between State Budget Institution "Spatial Data Fund of the Republic of Tatarstan" and the Ministry of Ecology of the Republic of Tatarstan on this issue was considered.

The public cadastral map (hereinafter referred to as the PCM) is the official electronic resource of the Federal service of state registration, cadaster and cartography, which contains information on the Unified State Register of Real Estate (hereinafter - USRR) for all real estate objects. All information of the specified resource is presented in graphical and text mode, and the PCM is maintained on the principles of relevance, openness and accessibility.

The PCM provides an opportunity to receive information about all real estate registered in the USRR online. It provides information about the location, address, area, cadastral value, ownership of the object. The PCM also provides information on the category of land to which the site belongs and on the type of permitted use of the land. In addition, at the PCM, you can see the boundaries of zones with special conditions for the use of the territory entered in the USRR.

If preparations are underway for the formation of a new real estate object (for example, the allocation of a land plot from a state or municipal fund), there will be no information about it in the PCM. In this case, only the location of the future object can be established on the electronic resource, and information will be entered as a result of registration of real estate rights and the passage of cadastral registration.

1) for the financial support of costs associated with ensuring the participation of the team of the Republic of Tatarstan in World Robot Olympiad 2019;

2) to reimburse the costs associated with ensuring the participation of teams of the Republic of Tatarstan in the World Robot Olympiad Friendship Invitational Tournament 2019, World Adolescent Robotics Competition 2019.

The filing of applications begins at 9 a.m. on October 21, 2019.

The application deadline is 18.00 hours on October 22, 2019.

The maximum amount of the subsidy for financial support of expenses is 1 393 000 (One million three hundred ninety three thousand) rubles.
